BACKGROUND
Residential HVAC Sales and Service personnel are required to acquire and maintain sufficient knowledge of HVAC system design, application and installation to provide consumers effective, efficient and reliable comfort solutions in accordance with relevant regulatory and industry standard practices.
To establish a national framework for residential HVAC systems, AS/NZS 5141: 2018 Residential heating and cooling systems – Minimum applications and requirements for energy efficiency, performance and comfort criteria was released in late 2018. The Victorian Building Authority (VBA) has referenced this standard as “deemed to comply” with the HB276: 2004 (R2016): A Guide to Good Practice for Energy Efficient Installation of Residential Heating, Cooling & Air Conditioning Plant & Equipment, which already applies in Victoria for all residential HVAC system design and installation work.
It is expected the new standard will be referenced into law by each state and territory, and nationally into the National Construction Code (NCC). Likewise, larger equipment manufacturers (who were the drivers of the new standard) will almost certainly include the requirement to comply with the new standard into their respective Equipment Installation Instructions. Essentially the new standard outlines roles and responsibilities for all suppliers in the residential HVAC space, and focuses, like HB276, on the need to understand ‘Systems’.
The HVAC: Raising the Standards training program focuses on raising participants’ proficiency in the design and application of residential HVAC systems, in the context of the new Australian regulatory environment, including Australian Consumer Law.
The course broadens the scope of HVAC knowledge and skills beyond ‘just the product’ and covers ‘systems thinking’ principles – the understanding of a system by examining the links and interactions between the components that comprise the entirety of that defined system, as explained below.
Each piece of equipment used for comfort Air Conditioning works in the context of the total-system, and of one or more ‘subsystems’. Sales personnel who present the job with this approach will be best equipped to make the most complete and appropriate proposal to capture and meet the client’s needs. Similarly, installation and service personnel will be able to troubleshoot system faults more effectively, particular in establishing whether the root cause of problems is a HVAC product, or non-product related.
PARTICIPANTS
HVAC Sales, Service and HVAC trade personnel who undertake design, estimating, installation, commissioning, troubleshooting, service and repairs. Previous training, qualifications, a recognized TAFE course [or other external course] or industry experience is recommended, but not essential.
TRAINING OBJECTIVE
To provide participants with the necessary skills, knowledge and concepts to understand, and successfully design, apply and/or install and diagnose residential heating and cooling systems within the Australian regulatory and standards environment and consumer laws.
TRAINING FORMAT
Participants will be required to attend nine 3-hour sessions, over a five-week period in February – March 2022. Several Modules have ‘in-class’ practical exercises, while others have short ‘homework’ exercises. On completion, an individual exam and a group project will be required for full completion.
- For optimum communication effectiveness and best learning outcomes, the modules are best conducted in a face-to-face setting, however in light of the Covid situation alternative modes of delivery will also be considered.

The training material is concentrated and highly condensed. It is a detailed overview of and introduction to advanced themes and concepts for both immediate application and as a platform the future training, education and continuing personal and business development.
EVALUATION & QUALIFICATION
At the conclusion of all nine modules:
- Participants will be given a ‘take-home individual exam’, as well as a ‘group project’
- A ‘Certificate of Proficiency’ will be issued on successful completion of all modules, exam and project
